It may also be that the production staff was unsure if McFadden was going to return, or if Muldaur was going to stay. They did not go into as much character development as they had with Dr. Crusher. You'll notice that Diana Muldaur's name in the credits is always given as a "Special Appearance" and is usually after the intro sequence, where all the regular cast is credited.
