In the Star Trek universe, Humanity is no longer autonomous as Earth is a member-state of a larger organization: the Federation. It is known that Earth has a "council of governors" (TNG: "Family"). Since the function of executive branches is largely to deal with wars and other crises that no longer concern Earth, a strong executive branch of Earth's provincial government is unlikely to exist as it would have no utility. Thus, we may assume that the council of governors is, in the final analysis, the "leader of humanity". Aestune 21:35, September 12, 2011 (UTC)
I disagree. "Council of Governors", which, logically, United Earth as a subnational entity under the United Federation of Planets could be in part governed by, similar to a European-Union-style executive body comprised of the heads of government of EU member-states, clearly refers to a politico-legal body.
"Leader of Humanity", by contrast, being a term which refers to a species and not a polity, would seem to refer to a spiritual leader, such as the leaders of the major organized religions, such as the Archbishop of Canterbury, the Pope, the Dalai Lama. Early draft scripts for DS9s Homefront/Paradise Lost doulogy involved a "President of United Earth" in addition to the "Federation President" however, in the final draft, the two characters were combined to make the story less confusing. Unfortunately this made the question of the UE leader rather ambigious.
Later, in Enterprise's Demons/Terra Prime arc, the Earth's dignatary at the meeting to draft the charter of the Coalition of Planets is identified as "Minister" Samuels. Judging by his position of importance in this event, he may have been meant to be the "Prime Minister" of the UE, which would be later confirmed in the soft canon Enterprise Relaunch novels.-Cpthunt 00:08, September 13, 2011 (UTC)
