It's the emitter for the navigation shields, which, as mentioned above, is used to keep debris and particulate from hitting the ship, which would be especially dangerous at warp speeds. It also provides protection from low-level energy such as interstellar radiation and laser-based weapons. Depending on the ship, it could also be a part of the deflector shields used in combat.

Nothing can hit a ship at warp, because the warp bubble "pushes" anything out of the way. It's high impulse you should be worried about.
