The post-nuclear horror was a period in the mid- to late 21st Century immediately following the two nuclear wars on Earth. It was both depicted and symbolized by a contemporary courtroom in the first Next Generation episode, "Encounter at Farpoint". During that time, it is shown that the nation States were in disarray, unable to provide their citizens with a minimum of infrastructure, so the population often reverted to savage behavior. Meanwhile, police forces were mostly social control minions, serving tyrants against their own people. Some more representations of the post-nuclear horror can be seen very briefly in the location surrounding Zefram Cochrane's silo in Star Trek: First Contact, set in the early 2060s. It was also a time in which the abilities of the governments deteriorated soooooo badly that they went as far as possible to maintain "order", which resulted in the strong dominating the weak.
