That essentially sums up the philosophy of the Founders. They have pretty much no moral or ethical constraints except the long-standing tradition that no changeling had ever harmed another. That precedent was upset when Odo killed a changeling who was trying to sabotage the USS Defiant in the episode "The Adversary", for which the Founders punished him by turning him into a non-changeling (a "Solid", as they refer to it). He eventually got his abilities back when a dying baby changeling absorbed itself into him, though the Founders apparently didn't mind too much, oddly.
