Popular understanding holds that the Romulans split off from the Vulcans fairly recently in their shared history (e.g., at a time when migration by spaceflight became a feasible proposition) due to a philosophical rift. Hence it could be posited that Romulans are still subject to the same physiological drives that Vulcans are, but since a key issue that drove the split was the Vulcans' interest in purging emotion (and the Romulans' opposition to the Surak movement that popularized it), the Romulans probably don't make as big a deal over this periodic sex drive (and their handling of it) as the Vulcans do. This has not been covered in canon.
